I have a question about 'Prestashop Related Products Pro': Will I be able to determine order of the related products manually?

in context of your question our "related products" module gives possibility to decide about what will appear (what products) and on what pages these products will appear.
To decide what product will appear, while you will edit "related products" instance, you need to select one position from this selection box; https://i.imgur.com/VsQ3yhD.png 

there are options:

• Products from category
• Products from the same category (the same category as viewed product's category)
• New products
• Best sellers
• Specials (products with dropped prices)
• Selected products (you point exact products to display)
• Import from related products free
• Cross selling products
• Selected phrase search results
• Last viewed products
• Products with the same feature
• Products from selected manufacturer
• Products from the same manufacturer
• Products with at least one the same tag

as you can see we have many possibilties :-)

you asked if you want to select products and display it in exact order.
this is available with option to display Selected products (you point exact products to display)
just add products in expected order, and these products will appear in the same order in front office.
