in prestashop we have:
 

• manufacturers (brand) 
  In PrestaShop, a manufacturer is the brand behind a product. You can manage manufacturers (brands) here: https://i.imgur.com/DN5Xwhw.png 
  Product can have one manufacturer, and you define product's manufacturer on product's edit page here: https://i.imgur.com/mMjkbTv.png 
   
• supplier
  In PrestaShop, a supplier is the company which provides you with a product. It's not a brand nor manufacturer. It's the company that you get the product from. You can manage suppliers here: https://i.imgur.com/4os6l7k.png 
  Product can have many various suppliers, and you define product's suppliers under "options" tab on product edit page: https://i.imgur.com/hvYLhvB.png

module to setup minimal value by manufacturer gives you possibility to control what will be the minimum purchase value of products from selected manufacturer
module to setup minimal value by supplier gives you possibility to control what will be the minimum purchase value of products associated with selected supplier
