I got from you the MAx quantity cart module.

 

We (sometimes) experienced issues, the same customer could by more than one time the same product.

 

customer can place an order for product more times than defined

Hello,
module has two types of "maximum quantity",
 
First type
is for current cart of customer
module checks what is the quantity of product in cart and does not check previously placed orders
 
Second type
is for orders that customer places and placed in shop,
module checks quantity of product in cart and also analyses the previous purchases of the product
 
 
from what i see you expect to use second type of maximum quantity.
to configure module (product) for this type of maximum quantity you need to fill out settings of second from: https://i.imgur.com/bOVehzi.png 
this second form is available on product edit page under "modules" section - there were you edit module settings in context of this product
